Input Regarding the Borough Property at 50 North East Street, Spring Grove

In 1999, the Borough acquired from the Spring Grove Area School District the Spring Grove Intermediate School at 50 North East Street, Spring Grove, which had been vacant for several years. Just as when the building was acquired for the community, it remains a place for families and organizations to engage in community activities, attend seminars, have continued learning opportunities, and participate in after-school programs aimed at providing positive experiences for youth.

The Borough and its taxpayers alone have been responsible for the maintenance and improvements to the building.  To allow the building to be used by the community required an immediate investment in 2000 of more than $500,000 (funds from grants and Borough cash flow). From 2002 to 2006 donations from individuals and companies were sought to help maintain the building, with a goal to raise $750,000 over the four years. Unfortunately, only about $380,000 was raised, and the Borough had to make up the difference from General Funds. From 1999 through 2009, the Borough expended more than $1.5 million in funds to support activities at the building and maintenance of the property.

The maintenance of the building is a significant financial risk to the taxpayers of Spring Grove Borough. In just the last 5 years, the Borough averaged annually more than $15,000 maintaining the building, and has not had the funds to tackle needed major capital improvements. In order to address the Borough’s possible inability to continue to maintain the building as it is currently being used, the Borough is considering one or more of the following actions:

  1. Execute a feasibility study to assess structural condition, utility and mechanical systems, ADA compliance, and a market-use analysis. (Cost for such a study estimated at $25,000.)
  2. Is it in the best financial interest of the Borough to continue ownership of the building? (Current concern over financial risk to Spring Grove Borough.)
  3. Demolish the structure, possibly selling the cleared parcel or create municipal parking.
  4. Section off the building to maintain the gymnasium portion for use by the community, while selling other components of the building to be developed by a potential buyer.
  5. Sell the entire parcel to be developed solely by the potential buyer according to allowed zoning/use restrictions.

As the Borough weighs the benefits and liabilities of the above options, we want to be transparent with our residents; and, a decision like this cannot be made in good conscious without the valuable input from our community. To obtain the community’s input, residents are invited to participate in a community discussion regarding the future of the structure. The meeting will be:

As usual, public comment will be limited to five minutes for each person speaking, and within the one-hour meeting time limit. Input may also be provided by:
